This usually happens because the max number of entrants allowed has been set and the limit has been reached:
Each time a new user enters after the limit is reached, the form is automatically set to offline if it is not already. You'll just need to uncheck that box to turn off the cap, or raise the number of entrants allowed to fix the issue.
